The Mississippi River crested on April 30th in St. Paul, Minnesota for a second time in the month of April. The river reached the third-highest crest ever recorded in the state capital. The 23.6-foot crest was slightly higher than on April 18, when the river crested at 23.5 feet, the National Weather Service said. The river's flood stage in St. Paul is 14 feet above normal river level.
