The photo above shows a green turtle basking just beneath the surface off the Kona Coast on the Big Island of Hawaii. Note its multiple reflections at the water surface. If sufficiently clear, a smooth sea surface may act as a mirror. However, the reflection of water isn't 100%, unless the Sun is at the zenith (90 degrees above the horizon). Thus, the mirror reflection cannot be as bright as the actual object.
